It depends on what you mean by best. Certainly the most convenient is to stay in the center in arrondissements 4, 5 & 6.
Getting around in Paris is very easy as the city is very compact and has an excellent system of public transportation. The great majority of popular tourist sights are in a narrow band on either side of the Seine.
With good planning there are many days when a tourist will be able to walk most of the day as after seeing one popular sight you'll often find the next is only a few blocks away.
You can get a 1 day pass for the "Velib" rent-a-bike scheme for 1 Euro (pay by credit card). You pick up a bike at any one of the hundreds of racks throughout Paris, and leave it at another within half an hour. As many times as you like in a 24 hour period on the same 1 euro ticket, provided no one journey is more than half an hour.

The metro is awesome. It takes a little while to figure out how the map works exactly, but it can take you all over Paris in no time.
